Published resource model

DotMoose Starter publishes fixed storage, mailbox and database counts. WHC Go publishes unlimited SSD storage and traffic subject to its usage policy, plus one 1 GB mailbox. A fixed quota and an acceptable-use-based unlimited model are different ways to define the account boundary.
