Control-panel economics
cPanel licenses are account-tiered commercial software. That matters when comparing VPS offers even when the underlying compute and storage are similar.
cPanel’s current Store documentation separates Cloud/VPS licensing into Solo, Admin, Pro and Premier tiers. The supported account count rises by tier; Premier also has per-account pricing above its included account count.

A separately priced control-panel license can represent a larger share of the total bill on a small VPS than on a larger server. Comparing CPU, RAM and storage alone can therefore miss an important customer cost.
Virtualmin GPL is DotMoose’s default/recommended free VPS panel path. HestiaCP, CloudPanel and no-control-panel options are also available where supported. cPanel & WHM Admin is a separate C$27/month customer add-on and requires VPS 4 or larger.

A paid panel should be selected because the customer needs that ecosystem, not because a low-cost VPS is artificially made unusable without it.
